"snap install --dangerous" tries to complete over snap names rather than local file names

Bug Description
With snapd 2.28.5, "snap install --dangerous <tab>" tries to complete over matching snap names from the store; but --dangerous takes a local file name rather than a snap name, so this completion strategy is incorrect. It should complete over local file names (perhaps only those matching *.snap) instead.
