"error: cannot install snap has changes in progress" should exit >1

Bug Description

Apt will exit with status 100 if the Apt lock is already taken. Could we do the same with snap (it exits with 1)? It makes the scenario much easier to handle in scripts (e.g. to retry after a wait).

Why not have it note that it's waiting, and have it queued?

As in have snap install queue? Yeah that would be nicer; I was imagining parity with apt, but the nicer option would be to queue.
