I'm running an ubuntu core system behind a proxy. I configured snapd to use it via /etc/systemd/

This is because - by design - 'snap download' bypasses snapd and makes direct http requests and therefore is not affected by environment config of the daemon.
If you set HTTP_PROXY (HTTPS_PROXY) env vars in your shell, snap download will use the proxy.
