Bug Description
Would like to have the ability to define additional sysctl parameters for things like increasing the max_instances for LXD containers or setting ipv4 forwarding.

I think this is now achievable using the systemd back-end which lets us create generic systemd units for toggling various things. I'm closing this as fix released, we now have the ability to do this if necessary.
