to pull a xenial ubuntu core image, the tool currently used is on a share drive

this work needs to be merged with the u-d-f that's in archive.
note, also on that share drive is a version that seems just for arm64

The direction for this is still under discussion. For now u-d-f in the archive does not support core images and we only have a forked u-d-f. This all may be obsolete soon with the new ubuntu-image tool.
