ugly error when trying to install a package when internet is down

Bug Description

Hi,

trying to 'snappy install lxd', I've got a "lxd package not found" error, but the error was actually only caused by the network being down. The error catching is probably too broad.

I'm getting this:

ubuntu@localhost:~$ sudo snappy install lxd
Installing lxd
lxd failed to install: Get https://search.apps.ubuntu.com/api/v1/package/lxd/edge: dial tcp: lookup search.apps.ubuntu.com on [::1]:53: read udp [::1]:38356->[::1]:53: read: connection refused

which is the right error, but ugly. I'll change the title.
