Bug Description

Currently the snapcraft CLI's integration tests are all written in Python, which makes parallelization difficult and generally makes them harder to write than a spread suite would be. They also don't nicely run across a number of systems like a spread suite.

Rewrite the combined Plainbox snapd and plugins integration tests as a Spread suite for the Plainbox plugin.

pushing to legacy as well as the tests need updating there as well
