snapcraft (edge) fails to build core24 snaps. Running "apt update" within base container fails

This issue does NOT occur on current latest/stable which is "8.0.3". It happens on latest/edge (8.0.3.post24+git23d55913).

When building core24 based snaps I get following error:

I can reproduce this problem just by launching the image with LXD. It appears something has changed in the buildd daily noble image. We've escalated this to the cloud images team.
