No option "--add-ca-certificates"

Bug Description

"--add-ca-certificates" is currently supported option described in "Build options"
https://snapcraft.io/docs/build-options

But actually snapcraft 7.2.9 makes error as follows

  $ snapcraft --add-ca-certificates /etc/ssl/certs
  Usage: snapcraft [options] command [args]...
  Try 'snapcraft pack -h' for help.

  Error: unrecognized arguments: --add-ca-certificates

I confirmed this option has been unavailable since 7.0.

Due to this, packages cannot be installed from private package repository with self-signed SSL certificate.

I was able to reproduce this regression.

It looks like `--add-ca-certificates` is not being properly parsed and passed to the core18|20 code.
