Wrong version installed even when explicit

Bug Description

I've attached the snapcraft.yaml I'm using. As you can see, six is specified as six>=1.12.0. The problem is that /snap/duplicity/104/usr/lib/python3/dist-packages/six.py is at version 1.11.0, not >= 1.12.0. This sounds like it's coming from the Ubuntu repositories (woefully behind) instead of from the current pip offering, which is something like 1.14.0.

Interesting. When using the pip3 system install, it appears to ignore the version requirement if the distribution package is already installed (and considers it a successful install)...
