using lxd provider on s390 fails

When using the lxd provider to build on s390, it fails with the following message:

SNAPCRAFT_BUILD_ENVIRONMENT=lxd snapcraft
The LXD provider is offered as a technology preview for early adopters.
The command line interface, container names or lifecycle handling may change in upcoming releases.
Launching a container.
An error occurred with the instance when trying to launch with 'LXD': Create instance: Requested architecture isn't supported by this host.
Ensure that 'LXD' is setup correctly and try again.

The snap / project I am trying to build is: https://github.com/matrix-org/synapse, with some tweaks as I am attempting to debug an issue in the build.

I can successfully build using the host provider, remote-build option of snapcraft also fails, but with different messages.

You need Snapcraft 4.0 to use --use-lxd on anything that is not x86_64,
you can find Snapcraft 4.0 on the candidate channel.

remote-build would indeed fail differently. If this turns out to not be
an issue with the code being built, then please log a different bug for this.
