Bug Description
The recent introduction of stage-snaps has the possibility to greatly speed up creating snaps consisting of large and mostly unchanging components, e.g. ROS snaps. However, the Catkin plugin doesn't support having its ROS dependencies satisfied by the contents of stage-snaps. This negates many of the benefits of stage-snaps.
