Bug Description
We have a number of unit tests that verify that the right utilities are used depending on whether Snapcraft is running out of a deb, snap, or docker. These have gotten quite complex with mocking and fakes and could use a revamp. Perhaps the docker tests could actually be run in docker itself, for example.
