Bug Description
There is some inconsistency between different snapcraft plugins. Some plugins (at least rust) will create an optimized release build but others (at least cmake and meson) create an unoptimized debug build. As a user of snapcraft without looking at the plugin source code I don't know whether a plugin will create a release or debug build, so I propose to enable optimizations by default for every plugin or at least mention in the plugin documentation whether optimizations are turned on or off by default and how to turn them on.

Yes, I think the guidance should be optimise by default. Developers can
override for their own debug builds, but what gets published in the
store should be aimed at general users and hence be both secure and fast.
