Don't allow remote parts to specify packages that don't exist in cleanbuild

Bug Description

In [1] it was noticed that the ubuntu-app-platform part makes use of packages not available in 16.04 [2]. I think we should block submission of remote parts that use packages not resolvable from a cleanbuild.

What does blocking such a submission look like? We can't prevent the wiki page from being saved. Just don't index it? That will get confusing fast.
