the ubuntu user is not added to sudoers in all the autopkgtest platforms

Bug Description

A little while ago we added a script to put the ubuntu user in the sudoers for armhf.

Adding the user to sudoers.d wouldn't hurt any of the other platforms, so we should just do it unconditionally.

Setting importance to high because this is affecting us now, that the armhf runners are returning armv8l on uname.
