Bug Description

Building the pi2 gadget snap twice in the same directory results in an error message about meta/gadget.yaml

zyga@xenial-server:~/snappy-hub/pi2$ snapcraft
Skipping pull prebuilt (already ran)
Skipping build prebuilt (already ran)
Skipping stage prebuilt (already ran)
Skipping prime prebuilt (already ran)
'gadget.yaml' and '/home/zyga/snappy-hub/pi2/prime/meta/gadget.yaml' are the same file
zyga@xenial-server:~/snappy-hub/pi2$ snapcraft --version
2.22.1
