'snapcraft list-keys' should be more helpful when no keys have been registered

Bug Description

When a user runs 'snapcraft list keys' and they have no keys registerred, the output looks like:

'''
$ snapcraft list-keys
    Name SHA3-384 fingerprint
'''

This could be a lot nicer. I don't think there's any point in printing a table with no data. Instead, perhaps print a translated message, something like:

"You have no keys registered, use 'snapcraft register-key' to register one"
