Debian packaging files are in the same upstream branch

Bug Description

We have the debian directory in our master branch. It's better to keep the project as agnostic as possible, and split the debian packaging into a different branch.

There are many other bits that assume that we are running in an ubuntu xenial system, so this won't make snapcraft cross-distro or snap-able. But it's one step closer, and it will improve our ubuntu integration workflow .

We removed all of debian packaging except the bits that trigger tests.
