Bug Description

The `snapcraft tour` command is currently not exposed.

 * The tour is the point of entry for new users. This change will make it available to users.

Hello Sergio, or anyone else affected,

Accepted snapcraft into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/snapcraft/2.11 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

Tested in an up-to-date xenial

- installed snapcraft
- enabled -proposed
- updated snapcraft to 2.11
- snapcraft tour
- checked the contents of the default directory.
- snapcraft tour /tmp/tour
- checked the contents of /tmp/tour

I'm not going to mark this as verified yet, because we need to sync with the website release. But it's ready to go.
