Bug Description

When the vault plugin is enabled the process times out - the vault application and its unit sit stuck with the status message "Waiting for vault initialization secret"

The terraform plan currently uses a pinned older revision (33) - a newer revision is available so we'll test with that to see if this resolves the issue.

Can i suggest you bump from 44 to 61 as per #2044120 - you'll fix the two key problems with vault.
