terraform error on launch

Bug Description

I've installed microstack as described https://microstack.run/#get-started on a fresh ubuntu installation.

During

$ sunbeam launch ubuntu --name test

I get the following error:

⠹ Fetching user credentials ... terraform output failed:

Error: Required plugins are not installed

The installed provider plugins are not consistent with the packages selected
in the dependency lock file:
  - registry.terraform.io/terraform-provider-openstack/openstack: there is no package for registry.terraform.io/terraform-provider-openstack/openstack 1.52.1 cached in .terraform/providers

Terraform uses external plugins to integrate with a variety of different
infrastructure services. To download the plugins required for this
configuration, run:
  terraform init

Error: Failed to load user credentials from deployment. See logs for details.
