IP ranges are required to proceed.
You need to setup a Reserverd IP Range for any subnet in the
space ('space-first') mapped to the 'public' network.
Multiple ip ranges can be defined in on the same/different subnets
in the space. Each of these ip ranges should have as comment:
    'sunbeam-public-api'.

More on setting up IP ranges:
    https://maas.io/docs/ip-ranges
message: Public IP ranges are not set
  name: IP ranges check
  passed: false

https://maas.io/docs/ip-ranges is redirected to:
https://maas.io/docs/how-to-manage-ip-addresses then it's redirected to:
https://maas.io/docs/enabling-dhcp then it's redirected to:
https://maas.io/docs/how-to-enable-dhcp

The diagnostics should suggest https://maas.io/docs/how-to-manage-ip-ranges instead of the DHCP range page.
