Bug Description
When doing `sunbeam cluster bootstrap` for a MAAS multi-node deployment on 2024.1/edge (r503), there is a confusing status update:
Deploying Sunbeam Clusterd ... waiting for services to come online (1/0)
It seems unexpected that there are more services online than the total required services.

This was due to a difference on how planned units work between machine and k8s. This was removed.
