Unable to re-add node

Bug Description

When forming a cluster I deployed the first node, then added an additional node and then added a third node. The deployment failed for the third node. I followed the instructions to do a `cluster remove` for the third node. I then tried to do a `cluster add` again, and now the base64 that is generated includes an empty "name".
