During sunbeam bootstrap there is terraform apply failure reporting

Error: charm "ch:amd64/jammy/mysql-router-k8s-69" already exists (already exists)

This is a known bug in the terraform provider, that's fixed in https://github.com/juju/terraform-provider-juju/pull/329.

We'll look into upgrading the terraform provider to >=0.10

not specific to that charm, it happened also with
Error: charm "ch:amd64/focal/traefik-k8s-148" already exists (already exists)

0.10.0 fixes this specific issue but has:
