Bug Description
The following command doesn't work in strict mode due to policy violations:
keystone-manage pki_setup --keystone-user root --keystone-group root
This needs to be fixed.
Additionally the keystone snap, and all other openstack snaps that have db manage commands, should exercise these in their tests.
