Bug Description

ubuntu-core-launcher does not create folders for run and dev shm usage of snaps.

/{dev,run}/shm/snaps/@{APP_PKGNAME}/@{APP_VERSION}/* folders should be created similar to the thing which is done for $HOME - it might also be good to have environment variables which snap code can consume to find non persistent temporary locations.

Note: the security policy already allows this:

  /{dev,run}/shm/snaps/@{APP_PKGNAME}/@{APP_VERSION}/** mrwlkix,

All that is needed is for the launcher to create /{dev,run}/shm/snaps/@{APP_PKGNAME}/@{APP_VERSION}/.

This bug is invalid, we opted out of the ../shm/snaps/ path.
