Good idea. We may want to make the ChangeLog available to people even if there is update metadata as well.

Loading the changelog for rpm-md increases the download size and cache size significantly...

Recently there has been a fedora "createrepo" revision to trim the number of changelog lines down to just the 10 recent ones, but previously it would add the entire changelog since package was created to the metadata.
