dock doesn't have hover focus when application menu is open

Bug Description
just what it says on the tin.
When I mouseover the dock at any other time, I get highlights and app name popups and all that lovely interactive stuff.
Try this when the applications menu is open, and you get no love. You have to click once to dispense with the Applications menu before you get to the good stuff.
This is a bug/design issue since a) it's the only time the dock behaves this way, and b) the dock pops up when you click the application menu while a maximized window is open. The fact it pops up implies it's ready to be interacted with, while the mouseover behavior declares it simply isn't.
This seems to be because the applications menu is considered a window, causing the dock's autohide to toggle off, while creating an invisible no-click shield over everything under its display layer, including the dock.
