In Skyline Security Group Rules are listed with an Remote IP Prefix of "0.0.0.0/0" or "::/0" when the rule has Remote Groud Id. This is confusing to users, because it suggests to them, that the rule allows traffic from any ip but in reality traffic is only allowed from servers that have the remote security group.
It might be less confusing to leave the Remote IP Prefix empty if there is a remote security group. To my understanding those two values are mutually exclusive, when I create a rule in Skyline I can only chose either a group or a prefix but not both.
This is exactly as it is done in Horizon.
Steps to reproduce

Open the dashboard and create a security group with rules with a remote group, display the list of rules.
