Shared Security Group does not show up in Skyline

Description
===========
Shared Security groups using RBAC rules does not show up in the UI.

Steps to reproduce
==================
1. Create a Security Group in admin project
2. Create an RBAC rule to share the Security Group to all projects with type access_as_shared.

Expected result
===============
1. When launching the instance, or when checking the security group list as a member of the different project, the shared security group should be visible.

Actual result
=============
Shared security group does not show up.

Environment
===========
1. Openstack Antelope, deployed with kolla ansible.
2. Skyline API Server - skyline-apiserver-source/skyline-apiserver-4.0.0.0rc2.dev2/
