Bug Description
Currently we're testing 2023.2 Deployment with Debian 12 based Images.
Skyline-apiserver will fail to run encountering this bug

Tested bumping pydantic version to 1.10.13 will solve the issue. Currently not encountering any other issues using the new version.
If possible please suggest if it will be OK to bump to a newer version then I can help update the requirements.txt
