Bug Description
SRIOV instance required one extra step which is creating SRIOV port first and attach it with instance. (Terraform doing great job for that) It would be great if that feature available in Skyline because horizon doesn't have that feature to create sriov nic.
Following example command to create sriov nic.
$ openstack port create --network $net_id --vnic-type direct sriov-port
