Bug Description
Steps to reproduce
==================
1. Login ad admin
2. Switch to Administrator page
3. Go to Identity - Projects
4. Select a project which has users and click the action Manage User
Expected result
===============
The users of the project present in Selected list. We can add new user from Optional list or remove old user from Selected list
Actual result
=============
Even the project has users, the Selected list is empty

If possible, can you supply the F12 result of all network requests or more logs. I did not met the issue with the latest skyline image.
