Evergreen SIP Returns empty AT and AS fields when BP and BQ specified

Bug Description
When requesting either Hold items or Overdue items using 63 and specifying BP1 and some value for BQ, the 64 will pad out the response to include empty AS or AT fields if the number returned would be less than specified in BQ.
That is, if I have one item overdue and issue 6300120200723 125647 Y AO|AA[mybarcode
The 64 will include one AT for the item I have overdue and two empty AT fields: AT[itembarcode]
It does the same for holds, but replace AT with AS.
Leaving out the BQ seems to return the expected results.
This is causing issues with at least one self-check system's software which requests BP1|BQ300
