Application menu should not relate to window

Bug Description
The application menu includes commands like "Save as..." and "E-mail", which are specific to a single window's document.
According to the Gnome HIG section on application menus [1], it shouldn't: "Only include menu items that relate to the application as a whole, such as application preferences. Items that are specific to a particular window or view, or which act on content within an application window, should not be included."
(What brought me here was being unable to find the "Save as..." command.)
