id mangler is not localized

Bug Description
When uploading a file containing umlauts their replacement is too simple. �gets
replaced by s instead of ss, �y a instead of ae etc. This means a file called
`Gro� Datei' will get the id `Grose_Datei'.
I guess we need different replacement maps for each country.

This is a really complicated things to do, because it depends of each language used for the content and we don't know any thirdparty library implements each language rules.
