ghost/ghostfolder transmutation

Bug Description

If a ghost points to a container there should be a button `convert to ghost folder'.

If a ghost folder points to a content there should be a button `conver to ghost'.

I can see some use cases here. I'm not sure how important they are at this point.
When we have reference management this could even happen automatically.

no this is not implemented, you can make it a folder/publication.

You cannot have a ghost to a folder and ghost folder to a content. This is not authorized, and not possible in the interface (you can't select the folder or content). You can already convert a ghost folder into a publication or a folder. So I think there is nothing to do here.
