Could you please run Shutter via terminal and check the output?

There should appear a message saying that libgoo-canvas-perl is missing,
right? libgoo-canvas-perl is an optional dependency and will be
suggested to you when you install the package (the different tools like
apt-get, aptitude, synaptic etc. handle suggested packages differently -
at least apt-get does not install them automatically).

You can simply install the needed packages with:
sudo apt-get install libgoo-canvas-perl

Confirming, I get these error messages:

WARNING: gnome-web-photo is missing --> screenshots of websites will be disabled!
WARNING: Goo::Canvas/libgoocanvas is missing --> drawing tool will be disabled!
[...]

Both tools should be enabled by default, so " Recommends " or actual dependencies, not " Suggests ". Packages in " Suggests " are not automatically installed.

I can confirm the workaround, ie. installing libgoo-canvas-perl restores the Edit functionality.

Just clarifying, such packages are not suggest to the user when installing.

Importance should be low (easy workaround, moderate impact on a non-core application).

Added "shutter (Ubuntu)" to "Affects" list as we are not responsible for ubuntu's official packages. The maintainer is Ryan Niebur - see: http://packages.qa.debian.org/s/shutter.html
