Just to be sure: You changed the file format in Shutter's options, right? To me it looks like you took an JPEG generated by Shutter and saved it as PNG with some other program - this of course would be too late since the low quality is already in the JPEG and won't improve if you save it as PNG later.
Just do be sure, see attached screenshot.
