Can we, please, fix dependencies for the infamous disabled Edit button?

Please accept my apologies if this has already been discussed - can't seem to find a ticket for this specific issue.

A well known problem for Shutter users is the infamous "disabled Edit button". The issue has been around for years now. It's quite easy to find solutions searching for those keywords:

... but I really feel this needs to be addressed by the developers once and for all.

We're running up to Ubuntu 18 LTS now, and throughout the years, various flavors and distributions, the same problem comes up for everyone. Everytime Shutter is installed, one needs to resort to manually install missing dependencies or even downloading them from unsupported repositories.

Please, understand, I don't mean to be rude. Just raising concern for something that (I think) most users feel this should've been fixed by now.

It's nothing the developers could fix, rather it is a packaging problem: The necessary dependency is handled as optional in the Ubuntu package.

Another issue is that the necessary dependency is not available since Ubuntu 18.04, there is a bug report for this issue, so I am marking as duplicate.
