This is the same behaviour as in https://bugs.launchpad.net/shutter/+bug/1282675:

"Shutter pops three error windows on startup, then crashes"

Except I've verified the files are there, and can open and see them:

Shutter was installed on centos via:

sudo yum -y install epel-release
