Encoding broken on several places (e.g. selection in window mode, plugin names)

I cannot reproduce it any more, possibly it has been a bug in some perl lib which has been fixed by now. If anybody else can still reproduce it, please comment!

The last part(https://bugs.launchpad.net/shutter/+bug/1556021/comments/16) I told you is not fixed yet.

Run Shutter, and click 'Captures only the section of the window.' Then, click any Application's windows of which title has Asian letters(for example, http://100.daum.net/encyclopedia/view/b04d3332b)
I still can see the broken letters, just like the picture in #16.

This is the same when I click 'Capture a specific Workspace. (Take a look at the picture I attached.)

My version of Shutter is 0.94.2-0build3~ubuntu18.04 on KDE Neon.

'Active Window' has no problem. Your image shows when you click the 'Active Window' button.
Please click the left one(Capture a specific work space) or the right button(Captures only the selection of the window.)
After you click the right button, then select the window of which title has Asian letters.
