auth.tcl: use "auth" setting to specify the target service

Bug Description
It seems like using the "auth" setting simply as an on/off switch is a bit of a waste.
Instead the setting could accept "NickServ", "AuthServ", "Q", "X" or "off" as value, thereby specifying the target service and proving the "off" switch at the same time.
Advantages are a substantial simplification of the script and extending support for SRVX and GNUworld beyond the GameSurge and UnderNet networks.
