make install should remove out-dated built-in tcl scripts

Bug Description

In order for the new TCL scripts to be picked up from the shared scripts directory we need to remove legacy versions of those scripts from the user's config directory.

Old scripts could be identified using MD5 hashes.

This even needs to work when the user is switching from a local to a global (i.e. /usr) installation.

Probably would want to update sbnc.tcl too, in order to reflect new default scripts. Maintaining any custom changes might be an issue though.
