Bug Description
In newer versions of shade, only fixed_ip is an acceptable argument for ip allocation in nics when creating a new vm.
> Additional unsupported keys given for server network creation: ['v4-fixed-ip']
This causes compatibility issues, as fixed_ip will silently fail in older versions of shade, and only work in newer.
