starting in 11.04 they defaulted to using the ISC DHCP.

"You will probably need to change the default configuration by editing /etc/dhcp3/dhcpd.conf to suit your needs and particular configuration."
 but this file now at /etc/dhcp/dhcpd.conf

also

"You also need to edit /etc/default/dhcp3-server to specify the interfaces dhcpd should listen to. By default it listens to eth0."
is now /etc/default/isc-dhcp-server

Thanks for elaborating, that is more helpful. I'm filing this under the serverguide project now. I'll leave the bug open under ubuntu-docs for now, we may want to do a SRU for this.

This was fixed in the serverguide in merge request 72608. It will be available in Oneiric.
