Guide makes invalid assumptions for resolv.conf

Bug Description
I did a vanilla server install of 2018.4LTS (ie. accepted all the defaults for a server) and am now attempting to faithfully follow the instructions here:

Straight off the bat the guide is making assumptions that are not valid for a default install.
Item 4 says "The domain controller is the primary DNS resolver as specified in /etc/resolv.conf"
However my resolv.conf says that the nameserver is 127.0.0.53. I have NFI what this address means because I certainly haven't set this as an IP address for anything. Comments in the top of resolv.conf suggest that systemd is somehow behind all this.
I have no idea if this is a problem, or is systemd wrong, or is the documentation wrong.
