document about vsftpd lists wrong command

there is "sudo restart vsftpd" three times, where it should be "sudo service vsftpd restart"

affects: ubuntu-docs → serverguide

This one got missed when we changed them all, because it was wrong to start with and I didn't find it. See also revisions 267, 268 and 327.

This should actually be:

sudo systemctl restart vsftp.service

Changed in serverguide:
status: New → In Progress

that is true excuse me still used to the service command
